SALMOND speaks at council of eurpope on combating Terrorism

SNP International Affairs and Europe spokesperson, Alex Salmond, has spoken at the Council of Europe parliamentary committee today on the subject of combating terrorism. Mr Salmond was contributing to a key a report from Dutch senator, Tiny Kox, which goes before the full plenary sessions of the Council of Europe tomorrow.

 Mr Kox's comprehensive report explores how nations can successfully combat terrorism, while protecting the spirit of and values enshrined in the European Convention on Human Rights.

 Mr Salmond was appointed to the Council of Europe by the Prime Minister last year. He will be in Strasbourg for four days discussing issues surrounding human rights, democracy and the refugee crisis.

 Mr Salmond said:

 "It is vital that in combating Daesh we recognise that interrupting their financial resources and countering their messages is more important than merely dropping bombs.

 "Without money Daesh could not function. While for the cost of just one bomb, we could hire an army of IT and digital experts to intercept and disrupt their poisonous propaganda."

 In the report, Mr Kox states:

 "Democracies have the inalienable right, and the inseparable obligation, to defend them when attacked. The fight against terrorism must be reinforced while ensuring respect for human rights, the rule of law and the common values upheld by the Council of Europe.

 "It should be underlined that combating terrorism and protecting Council of Europe standards and values are not contradictory but complementary.

 "Parliaments and governments of members States are therefore called upon to ensure the necessity and proportionality of measures taken in their fight against terrorism."
